CID Number is the Complaint ID. System generated unique identifier for a Complaint record. One Complaint can be associated with one or more investigations. And can be associated with none, one or many water rights id. A complaint may be filed against the holder of an Application permit or license, or against a water user who does not appear to have a valid water right.  An Application ID can have zero, one or more Complaints. * Each row will contain a unique Complaint record associated with the water right (Example - 1 water right could have 3 Complaint records)
