California Water Rights Investigations

This list includes detail information for each investigation record as stored in the State Water Resources Control Board's "Electronic Water Rights Information Management System" (EWRIMS) database. Each row is represent the unique investigation record and the associated inspections, enforcement actions, violations, complaints, the "Points of Investigation" (POI) and the associated water right Application ID (unique identifier for a water right). Not all investigations are associated to a water right so there may not be any water right associated to the investigation and one investigation may be associated with multiple points of investigations and multiple water right IDs. This file is in flat file LONG format and does not include all the information associated to a water right such all uses and seasons. Other information may be available in the associated flat files for each category.

Additional Information: The unique identifier for the dataset is the INVESTIGATION_ID. One investigation can be associated with multiple inspections, inspect multiple Points of Investigation (POI), multiple violations, be associated with multiple enforcement actions and can also be associated with none, one or many water rights id. . In most cases one to many relationships are resoved by providing an aggegate of the values, the most relevant or recent value, or a reduced number of the most relevant values in the dataset. Associated water rights information is provided on separate files. Limitations: “Use of this data is subject to the CA.gov Conditions of Use and any copyright and proprietary notices incorporated in or accompanying the individual files.” Data Methodology: The data is maintained in the eWRIMS database by authorized staff in the Division of Water Rights and is an electronic representation of the actual legal water right documents. Some of the data records may not be complete or up to date. Some of the data is directly reported by the Water Right holders and may have not been reviewed or veryfied for accuracy and completeness (QAQC)."
