DWR Technical Support Services (TSS)

(Webpage Under Development) The Department of Water Resources (DWR) provides Technical Support Services (TSS) to assist Groundwater Sustainability Agencies (GSAs) with the implementation of their Groundwater Sustainability Plans (GSPs) and other local entities to better understand groundwater conditions. These services support data collection, groundwater monitoring, and improved understanding of groundwater conditions to help advance sustainable groundwater management efforts across California. Through the TSS program, DWR has partnered with GSAs and other entities on projects across the state to drill and construct groundwater monitoring wells, install groundwater level recording and telemetry equipment, perform downhole camera and geophysical surveys, and collect and analyze groundwater for general chemistry. The data and reports generated from these efforts are publicly available to support ongoing groundwater management and planning. Each of these wells have been assigned a State Well Number (SWN), have had a Well Completion Report (WCR) submitted to DWRs Online System for Well Completion Reports (OSWCR), and have been registered either through the California Statewide Groundwater Elevation Monitoring (CASGEM) Online System or the Sustainable Groundwater Management Act (SGMA) Portal’s Monitoring Network Module (MNM). Groundwater level data from these wells are collected by the GSA or DWR and submitted to CASGEM and/or the MNM. GIS Services of Completed TSS Wells

The Department of Water Resources DWR Technical Support Services (TSS) Wells dataset contains information regarding wells completed associated with Technical Support TSS program (https://water.ca.gov/Programs/Groundwater-Management/Assistance-and-Engagement). The wells included in this dataset have been completed, a well completion report (WCR) has been submitted through the Online System for Well Completion Reports (OSWCR), and have been registered either through the California Statewide Groundwater Elevation Monitoring (CASGEM) Online System or the Sustainable Groundwater Management Act (SGMA) Portal’s Monitoring Network Module (MNM). In addition, the OSWCR Record ID and CASGEM/MNM Site Codes must be registered in DWR's internal TSS project tracking database.

Eastern San Joaquin Subbasin

The Eastern San Joaquin Subbasin is part of the San Joaquin Valley Groundwater Basin (DWR Groundwater Basin 5-22.01). The subbasin covers 707,000 acres in San Joaquin, Stanislaus, and Calaveras counties (DWR Bulletin 118). The Eastern San Joaquin Groundwater Authority (GWA) was formed in 2017 under a Joint Exercise of Powers Agreement to coordinate multiple GSAs to manage groundwater in the Eastern San Joaquin Subbasin to comply with regulations established by the Sustainable Groundwater Management Act (SGMA). The GWA is composed of 16 GSAs: Central Delta Water Authority, Central San Joaquin Water Conservation District, City of Lodi, City of Manteca, City of Stockton, Eastside San Joaquin (composed of Calaveras County Water District, Stanislaus County, and Rock Creek Water District), Linden County Water District, Lockeford Community Services District, North San Joaquin Water Conservation District, Oakdale Irrigation District, San Joaquin County No. 1, San Joaquin County No. 2 (with participation from California Water Service Company Stockton District), South Delta Water Agency, South San Joaquin (composed of South San Joaquin Irrigation District including Woodward Reservoir, City of Ripon, and City of Escalon), Stockton East Water District, and Woodbridge Irrigation District. ##Completed TSS Projects in the Eastern San Joaquin Subbasin TSS projects completed in the Eastern San Joaquin Subbasin are organized by Local Well Name. Below each well name is the list of associated Site Codes. Clicking on the well name will automatically download a .zip folder with all data and reports associated with that well.
