The Department of Water Resources (DWR), in a collaboration with the State Water Board, Department of Fish and Wildlife, and Department of Food and Agriculture, have developed and released an Interagency Workplan for Enabling and Incentivizing Well-Managed Groundwater Trading with Safeguards for Vulnerable Users.
